effect of war on drugs

This unintended effect of war on drugs caught my attention.

“...drug abuse is seen as a health issue among white, middle-class families who can afford treatment, but it is criminalized in low-income minority communities...”


I come from a country where the war on drugs means death, not prison, to the people it touches, whether involved or not. So, the war on drugs means prison in the USA, cemetery in Colombia, but mostly for the poor and minorities. I do understand the need to fight things that go against the society, and agree with most about the evils of drugs, simply because drugs place the addict on a defenseless position relative to their dealer. However, “war on drugs” by the government means simply that the price of entry into the market for new participants is going to be higher, rewards are disproportionately high (as opposed to other economic pursuits), and the already established dealers are secure from competition. So, besides funding the dealers, the US government is also making sure they are the only ones in power.
